Traveling with Pets

If you are traveling with pets to Panama, please ensure you comply with the following requirements and procedures:

I. REQUIREMENTS FOR THE ENTRY OF SMALL PETS INTO PANAMA

  • Export Certificate: Obtain the Export Certificate for small animals issued by the Canadian Food Inspection Agency.

  • Authentication of the Certificate: The original certificate must be authenticated by the corresponding Panamanian Consulate.

Before initiating any process or shipment, you must contact the appropriate consulate by email based on your location:

 

If your case corresponds to Ottawa, you must send an email requesting an appointment, indicating your flight date and phone number. Processing takes a minimum of 48 business hours.

 

Document Submission:

  • In person: An appointment will be confirmed.

  • By courier: A prepaid return envelope must be included.

Fee:
The consular fee is USD 30.00 per process.

Payments must be made in USD only and can be submitted as:

  • Cash (exact amount), or

  • Money Order payable to: "Embassy of Panama – Consular Section"

Personal checks are not accepted. Payment must be submitted along with the documents.

 

IMPORTANT NOTE:
You have a maximum period of 30 days to enter Panama from the date of authentication of the International Health Certificate by the Embassy/Consulate. However, it is recommended to confirm with Canadian authorities the specific validity period required for the Health Certificate to exit the country.

Please also consult your airline for additional guidelines when traveling with pets.

II. BIOSECURITY INDICATIONS BY PANAMA AUTHORITIES UPON ARRIVAL TO PANAMA (update 2023)

​

1) In order to do the paperwork of your pet without risk for both passenger and the   personal, you should keep the following indications:​

2) 3 to 5 days before your arrival, send to cam@minsa.gob.pa.  the “Home Quarantine Request” and an image of your passport.

3) Upon arrival present: 

  1.  Zoosanitary Exportation Certificate. List of required vaccines available in the form.

  2. Consular authentication of the International Health Certificate

  3. Vaccines record card or certificate

4) At your arrival to the official offices (MIDA and MINSA), we will let just one person (owner or responsible person) to do the paperwork. 

5) The Health Department at the Tocumen Airport hours of operations are from 8:00 am to 11:00 pm Monday to Friday. 6) If you do not arrive in Panama during these times, please make the necessary arrangements with the above mentioned authorities cam@minsa.gob.pa. 

7) Persons positive to COVID 19 or that had an epidemiologic contact are NOT allowed to do the paperwork of pets incoming to the country.​

8) Meanwhile the paperwork is done, all the luggage and properties should be keep outside of the offices in the designated area.

9) Pet´s arriving in kennels or bags, during the paperwork, can´t be taked out.

10) Keep the pets in the designated area, until the officials of quarantine gives you the indications to follow.

11) The fees to be paid, cash and the exactly amount are (MIDA $25.00 and MINSA $130.00).

12) Keep the biosecurity indications of: frequent wash of hands or use alcohol gel, distance of 2 meters and wear mask.

13) Before you come in to the office, use alcohol gel that will be at the entrance of the offices.

14) If the owner does not fulfill the requirements, the pet will be sent back to the country of origin at owner's expense.

Viajando con mascotas

Si viaja con mascotas a Panamá, asegúrese de cumplir con los siguientes requisitos y procedimientos:

I. REQUISITOS PARA LA ENTRADA DE PEQUEÑAS MASCOTAS A PANAMÁ

  • Certificado de exportación: Obtener el Certificado de Exportación para animales pequeños emitido por la Canadian Food Inspection Agency (CFIA).

  • Autenticación del certificado: El certificado original debe ser autenticado por el Consulado de Panamá correspondiente.

Antes de realizar cualquier envío o gestión, deberá contactar por correo electrónico al consulado correspondiente según su localidad:

Si su trámite corresponde a Ottawa, deberá enviar un correo solicitando cita, indicando fecha de vuelo y teléfono. El trámite toma mínimo 48 horas hábiles.

 

Entrega de documentos:

En persona: Se le confirmará cita.​

Por courier: Debe incluir sobre prepagado.

Tarifa:

La tarifa Consular es de USD 30,00 por el tramite.

Los pagos se realizan únicamente en USD y se pueden realizar en:

efectivo (cambio exacto) o,

  • “Money Order” pagadero a: "Embassy of Panama- Consular section".

  • No se aceptan cheques personales. Pago debe presentarse junto con los documentos.​

 

NOTA IMPORTANTE: 

Tiene un periodo máximo de 30 días para entrar a Panamá, a partir de la fecha de autenticación del Certificado de Salud Internacional por la Embajada/Consulado. Sin embargo, es recomendable confirmar con las autoridades canadienses el plazo específico requerido para que el Certificado de Salud sea válido para salir del país.


Asegúrese de consultar con su aerolínea para obtener más información sobre las pautas de la aerolínea cuando viaja con mascotas.

​

II. NUEVAS MEDIDAS DE BIOSEGURIDAD PARA EL TRAMITE DE MASCOTAS AL INGRESAR A PANAMÁ (actualización 2023)

​

Para realizar el trámite de su mascota de manera más expedita y sin riesgos tanto para el pasajero como también para el personal que labora, tenga en consideración las siguientes indicaciones:

 

1) Enviar de 3 a 5 días hábiles antes de la llegada de su mascota, al Departamento de Control de Zoonosis cam@minsa.gob.pa y camzoonosis@gmail.com. Telefonos: (507)238-3855 / (507)238-4059 / (507) 512-9338:

· Solicitud de Cuarentena Domiciliaria (Segunda pagina)

· Imagen del pasaporte cédula panameña del propietario.

 

2) A la llegada presentar:

  1. Certificado de exportación de mascotas. Aquí puede consultar la lista de vacunas requeridas.

  2. Certificado International de salud debidamente autenticado.

  3. Carnet o certificación de vacunas

 

3) Al llegar a las oficinas de cuarentena en el aeropuerto (MIDA y MINSA), para hacer el trámite, sólo se permitirá la entrada de una (1) persona (dueño o persona responsable del animal).

​

4) NO se permitirá que personas con COVID 19 positivo o contacto epidemiológico puedan tramitar el ingreso de mascotas al país.

​

5) Mientras se haga el trámite en las oficinas, todas las pertenencias del dueño o pasajero deberá mantenerse fuera de las oficinas, en el área externa designada.

​

6) Los animales que lleguen en cajas o bolsas transportadoras NO podrán ser sacadas mientras se realice el trámite.

​

7) Mantener los animales en el área designada, hasta que los funcionarios de cuarentena le de las indicaciones que debe seguir.

​

8) Deberá traer el dinero exacto y en efectivo a cancelar en cada institución (MIDA $25.00 y MINSA $130.00).

​

9) Mantener las medidas de bioseguridad: lavado frecuente de manos o usar gel alcoholado, mantener el distanciamiento de 2 metros y portar su mascarilla.

​

10) Antes de entrar a las oficinas de cuarentena deberá colocarse gel alcoholado que tendremos a la entrada.

 

NOTA: Si el propietario cumple con todos los requisitos, los animales le serán devueltos. Sino, la mascota será enviada de regreso al país de origen por la misma aerolínea en la que llegó la mascota y a cargo del propietario.

Tome nota de las siguientes horas de trabajo del Ministerio de Salud en el

Aeropuerto Internacional de Tocumen en Panamá:

De lunes a viernes de 8:00 a.m. a 10:00 p.m. Las oficinas están cerradas los días festivos.
