Requirements to enter to Panama
1- Obtain the International Health certificate stamped by the Canadian Food and Inspection Agency. For the list of vaccines, please click here.
2- Send for authentication to the Consulate.
IMPORTANT: Certificates won't be requested anymore to pass through Global Affairs Canada (Department of Foreign affairs) before sending it to our Consulate.
a) The Fee for each document is US $30.00 for the authenticated page and US $2.00 for each additional side of page attached to it.
b) Payments are made in USD currency only, with EXACT amount, in cash or Money Order payable to: "Embassy of Panama- Consular section". No personal checks are accepted. Payment must be sent with documents.
c) When not applying in person, you can mail the documents to the Embassy, but you MUST provide a prepaid return envelope for us to send the documents, after the authentication is done. Documents should be sent to the following address:

c) When applying in person, schedule an appointment to leave the documents at the door’s embassy Inbox and leave your contact (Phone number/ e-Mail). Once the authentication is ready, we will contact you to pick up the documents.
NOTE: When sending the document to our Consular Section, write in capital “TRAVELING WITH PETS” to give priority to your authentication.
IMPORTANT:
- There will be a maximum of 30-day window to authenticate your pet documents from the moment you have the International Health certificate.
- Regardless of the usefulness of the animals, they must all comply with the requirements and procedures.
- If you are in transit through Panama, this process won't be requested, as far as you don't leave the international transit area.

BIOSECURITY INDICATIONS BY PANAMA AUTHORITIES UPON ARRIVAL TO PANAMA (update 2023)
In order to do the paperwork of your pet without risk for both passenger and the personal, you should keep the following indications:
3 to 5 days before your arrival, send to cam@minsa.gob.pa. the “Home Quarantine Request” and an image of your passport.
Upon arrival present:
Zoosanitary Exportation Certificate. List of required vaccines available in the form.

Vaccines record card or certificate
At your arrival to the official offices (MIDA and MINSA), we will let just one person (owner or responsible person) to do the paperwork.
The Health Department at the Tocumen Airport hours of operations are from 8:00 am to 11:00 pm Monday to Friday. If you do not arrive in Panama during these times, please make the necessary arrangements with the above mentioned authorities cam@minsa.gob.pa.
Persons positive to COVID 19 or that had an epidemiologic contact are NOT allowed to do the paperwork of pets incoming to the country.
Meanwhile the paperwork is done, all the luggage and properties should be keep outside of the offices in the designated area.
Pet´s arriving in kennels or bags, during the paperwork, can´t be taked out.
Keep the pets in the designated area, until the officials of quarantine gives you the indications to follow.
The fees to be paid, cash and the exactly amount are (MIDA $25.00 and MINSA $130.00).
Keep the biosecurity indications of: frequent wash of hands or use alcohol gel, distance of 2 meters and wear mask.
Before you come in to the office, use alcohol gel that will be at the entrance of the offices.
If the owner does not fulfill the requirements, the pet will be sent back to the country of origin at owner's expense.
Viajando con mascotas
Si lleva mascotas a Panamá, asegúrese de seguir los siguientes pasos:
I. REQUISITOS PARA LA ENTRADA DE PEQUEÑAS MASCOTAS A PANAMÁ:
1) Certificado de exportación para animales pequeños emitido por la Agencia Canadiense de Inspección y Alimentos. Para la lista de vacunas, por favor consultar el siguiente enlace.
2) Enviar el original a la Embajada/Consulado de Panamá para su autenticación.
a) La tarifa Consular es de USD 30,00 y USD 2,00 por cada cara de página adicional adjunta en caso de que las haya. Los pagos se realizan únicamente en USD y se pueden realizar en efectivo (cambio exacto) o mediante “Money Order” pagadero a: "Embassy of Panama- Consular section". No se aceptan cheques personales. Pago debe enviarse junto con los documentos.
b) Si presenta la solicitud en persona, facilite sus datos (teléfono y/o e-Mail) para que una vez la autenticación esté lista, nos comuniquemos con usted para que venga a recoger los documentos.
c) Cuando no presente la solicitud en persona, puede enviar los documentos por correo postal a la Embajada, pero DEBE proporcionar un sobre de devolución prepago para que le enviemos los documentos una vez realizada la autenticación. Los documentos deben enviarse a la siguiente dirección:

NOTA: Por favor escriba en letra impresa "VIAJANDO CON MASCOTAS" en la parte exterior del sobre que nos envía para poder procesarlo más rápido.
IMPORTANTE: Asegúrese de consultar con su aerolínea para obtener más información sobre las pautas de la aerolínea cuando viaja con mascotas.
II. NUEVAS MEDIDAS DE BIOSEGURIDAD PARA EL TRAMITE DE MASCOTAS AL INGRESAR A PANAMÁ (actualización 2023)
Para realizar el trámite de su mascota de manera más expedita y sin riesgos tanto para el pasajero como también para el personal que labora, tenga en consideración las siguientes indicaciones:
1) Enviar de 3 a 5 días hábiles antes de la llegada de su mascota, al Departamento de Control de Zoonosis cam@minsa.gob.pa y camzoonosis@gmail.com. Telefonos: (507)238-3855 / (507)238-4059 / (507) 512-9338:
· Solicitud de Cuarentena Domiciliaria (Segunda pagina)
· Imagen del pasaporte cédula panameña del propietario.
2) A la llegada presentar:
Certificado de exportación de mascotas. Aquí puede consultar la lista de vacunas requeridas.
Certificado International de salud debidamente autenticado.

3) Al llegar a las oficinas de cuarentena en el aeropuerto (MIDA y MINSA), para hacer el trámite, sólo se permitirá la entrada de una (1) persona (dueño o persona responsable del animal).
4) NO se permitirá que personas con COVID 19 positivo o contacto epidemiológico puedan tramitar el ingreso de mascotas al país.
5) Mientras se haga el trámite en las oficinas, todas las pertenencias del dueño o pasajero deberá mantenerse fuera de las oficinas, en el área externa designada.
6) Los animales que lleguen en cajas o bolsas transportadoras NO podrán ser sacadas mientras se realice el trámite.
7) Mantener los animales en el área designada, hasta que los funcionarios de cuarentena le de las indicaciones que debe seguir.
8) Deberá traer el dinero exacto y en efectivo a cancelar en cada institución (MIDA $25.00 y MINSA $130.00).
9) Mantener las medidas de bioseguridad: lavado frecuente de manos o usar gel alcoholado, mantener el distanciamiento de 2 metros y portar su mascarilla.
10) Antes de entrar a las oficinas de cuarentena deberá colocarse gel alcoholado que tendremos a la entrada.
NOTA: Si el propietario cumple con todos los requisitos, los animales le serán devueltos. Sino, la mascota será enviada de regreso al país de origen por la misma aerolínea en la que llegó la mascota y a cargo del propietario.
Tome nota de las siguientes horas de trabajo del Ministerio de Salud en el Aeropuerto Internacional de Tocumen en Panamá:
